So I dragged the dash inside the house today. Started scrubbing it with soap and water. There is some minor surface rust
on the back side, but not bad at all. I wiped it down and will hit it with POR 15.

Question, the metal parts of the dash are of driver quality, but I want it to look new. What paint should I paint the met top and front with?

Also what should I do to restore the rubber dash pad on the front and top. Its "ok" but not what I want for a rotisserie resto. The pads themselves are in great shape. Just a little discoloration. Are they paint or dye-able? I want something which wont wear away. Thoughts and or direction appreciated.
 
The soft pads can be painted with SEM. Landeau (sic?) black is what I figured was the best match. Be sure to follow the directions as far as prep goes. I think the metal frame is supposed to be almost a textured finish. I painted mine flat, but that wouldn't be correct for a high quality resto like you are doing.
 
The metal frame is suede black. It was done with a lacquer paint. Instrument Specialties is the only one I know that carries the original paint.
 
If the paint has good texture, I use dye to color it. I use it on the vinyl panels too.
 
I just did the dash in my '68 coronet, I used DuPont 1k trim satin black ... came out great, and still has texture !
