I get the feeling that this spring goes on the choke adjuster screw lever somehow. I cant see how though. Help?

Should be on one of the throttle shafts, it's a return spring. Check to see if they all spring back closed on their own.

See that lever with the adjusting screw, and mounted by the Phillips head screw that your pointer it pointing at? It goes in between the two halves of the lever to put tension on the adjuster.

That's what I thought too. For the life of me I cant figure out how to place it on there, the little hook is turned the wrong way to latch around anything. I need a close up of another carb with it in place...lol.

Figured it out. This article details installing an electric choke on the carb. Who ever did it to this carb messed it up. The gasket was still blocking the hole and the unused parts were still on the carb. Got it fixed now.
