'68 Charger Horns

Currently inop.
I did light test (from horn wire connector to ground) and light comes on when horn button is pushed.
So thinking that the horns were inop, bought new horns (5 amp).
Same problem as old horns. I can hear the relay "click", but no sound.
I followed steps as outlined in manual, and still not getting noise.

Suggestions?

Sorry I had to! Really though that is kind of confusing....someone should chime in and help soon I am sure. Seems if there was power there at the relay then they would work.
 
That's why I'm posting.
If a light test works, then it should be horn, but it isn't.
Putting a jumper between posts "B" and "H" and horns don't work, the manual states horns are bad. But to get three sets of bad horns?

You have only two possibilities. 1) Bad ground between horn(s) and body - this is my guess or 2) Both the old horns are bad and the new horns are bad too (not very likely, but possible)

To test a horn, run a jumper wire to it from the positive side of your battery & touch the base of the horn to the negative side of the battery (that's the hillbilly way anyhow)
 
Fixed.
Combination of new horns, grounding problem repair, and new horn relay.
