P6R indicates red premium bucket seats. Third R6 is the upper inside door frames.(red). And it looks like V6W to me, would be a white longitudinal stripe.
928 is the scheduled build date, Sept 28, 1968.
The rest I absolutely agree.

Wow red with white stripes don't think I've seen white stripes before on a gtx..seems weird figure they were black

Agree. V6 is a longitudinal stripe (at least on a rr, I'm using a very good 69 rr book). The third digit will be the color b-blue, r-red, w-white, x-black, g-green, etc.
Same for interior colors, vinyl roof, too.

So did it have a white stripes down the side at bottom..any hood accents or just plain red
 
I don't know if a hood accent would be on a st.L. tag.
Performance hood treatment on a rr would be V21 on the fender tag.
I think it has (had) white stripe just above the lower rocker moldings, at the bottom of the doors.
 
reminds me A LOT of a car I used to own .

Sold years ago , last I heard the car went to the east coast somewhere

I think you'll find V6* only came in two colors...Red or White.
