How do I prep "spots" for painting.....not a Mopar!

Guys, I have offered to repaint a Honda for my niece. I have painted several cars before, but they were completely primered, blocked, and sealed. So, they were all sealed with one color before I laid on the top coat. As you see, there are several spots where the top coat is gone, been retouched, flaking off. I am not planning to spend hours, blocking, prepping for a show room finish, it's just a beater I wish to make all one color. How do I sand and primer the spots, or do I need to primer, in order to have the top coat look somewhat even and the spots not bleeding thru. Its going back with the light blue metallic OEM color so would a grey primer be what's best...thanks

da that crap with 220......to the point its all feathered with no jagged edges........... put some type of primer over it and sand with 400......paint
 
As you know the 2nd paint job had a crappy prep.
Now you have to take those spots out to the point they stop peeling.
Like eldubb said feather and prime.
 
As Darnell said, "You can't polish a turd", well, here is my attempt to paint one. It was a huge learning experience in prep work for me and Im hoping it won't fall off any time soon. This effort will be helpful when the time comes to paint the 68 GTX.

Thanks Guys. I consider myself to be a rookie painter at best, but try to learn to be better at any chance I get, as I have much to learn. Never attempted to paint a patched up car as this one that had the factory paint just coming loose at various spots. I just kept grinding back as eldubb suggested till it started feathering out, came back with some epoxy primer trying to get a bit of thickness. I was told you can topcoat over epoxy, but this is my first attempt to do it. Got the whole car blocked with 500 and put on the base coat. The clear coat I used was several years old and Im concerned how durable it will be. This car will be out in the weather every day so will we see how it holds up. If it falls off I told her to bring it back.
 
A lil' cut & buff look like new, maybe even better...
