Indeed it is. If you have a rusty bumper, refinishing and painting it is a more affordable alternative. And on some B-Bodies, looks great (IMO, not every car has to look like a dozen other stock-looking restorations). If I did my '70 Charger that way, it'd look like a bazillion other F8 olive-green Chargers. Meh.

The inside of the doors are painted correctly, they should be the interior color.

Not the pad I'd be worried about...not that we can read it from that picture.

I took the photo into paint.. The numbers are straight across the bottom. There is no HP or HP2 on the pad its only numbers looks like 2's but can barely make it out.

So block pads could be stamped this lightly from the factory or was it cleaned and hand stamped by some unscrupulous soul?

Not sure what you want us to tell you. If this isn't an A12 car it didn't come with a 440 anyhow...
