63 Dodge 440. Steering column not providing a ground

Hi there, I am rewiring my 63 Dodge. The wiring is not factory. I have a different horn and different relay style. This is all connected to the black wire on the steering column connector. The horn does not work when pressing the horn bar. If I remove the center of the steering wheel, unclip the black wire from its connector and ground it (to the car door), the horn works. If I touch it against the nut on the steering shaft, it does not work. I checked my shop manual but I do not see a diagram showing how this is supposed to work. Any ideas? Thanks.
 
There is supposed to be a short ground strap from the dash frame to the column
 
Run a ground wire from the column to the body near the dash. In 1970, the factory did this with a 6” piece of black wire with two loop connectors. It went from the column bracket/column bolt to a column bracket/dash bolt
 
Pretty sure I don't have that. That would definitely explain the issue. Thanks for the quick response.
 
Quick update. It seems I had two problems. As noted above I had no ground wire going to the steering column. Also, the circular switch was not working correctly. I cleaned the surface of the circular switch and the top of the column that it sits against. This resolved the switch issue. With the ground, it seems there is surface rust on the inner steering column shaft. If I take a ground wire, pass it through the slot in the column housing and scrape it on the shaft, the horn will work. Touching it on the column housing does not work. I am not clear, does the circuit between the inner shaft and the steering column complete through the bearings, through the steering box or is there something else that connects the two? Thanks
 
Do you have the rubber isolator w/staple on your upper bearing?
