    N/seats could be jamming in the closed position. So no fuel will enter the carb. Remove carb top. Hold up & watch floats drop down. Needles should drop with floats. If not they are binding. Unless the n/seats are severely worn, I do not use them in current o'haul kits. Don't trust them.

    I've also seen more stable fuel pressures at the gauge if the gauge is installed after the carb on the firewall side end instead of before fuel sees the carb.

    I can't specifically answer your question, but I was in the same boat a couple years ago. I just kept ordering different drop bases from Summit until I found a combo that worked. I was able to retain my stock dual snorkel air cleaner after pulling my hair out LOL.
