I’m starting to notice a few small rust pits as I am sanding the body. What are some options that have provided good results? I know sand blast would be the best but that isn’t very practical for my situation.

So I am beginning to sand down the paint to replace a quarter panel, it appears to be a layer of paint, then a hardened brown layer, then the steel underneath this. It doesn’t appear to be the case in other parts of the car. Thanks for any input.
I have surface rust on some parts of the trunk floor, I scraped off what I could and then used a wire wheel. I am wondering if there is another step I can do work away at it? Or should I just sand down what I can and then put some paint/primer on it? It is in the trunk so it doesn’t have to be...
