1966 Charger Headlights Do Not Illuminate

Strange issue - 1966 Charger

Headlight motors work, rotate as expected. Dash and brake lights work fine.

All 4 headlights do not illuminate and tried toggling high beam but no light. I replaced the switch but same result. Headlight connections seem fine.

There's no circuit breaker in-line - I'm assuming my restorer did not put in place.

Aside from all 4 bulbs being bad at the same time, any ideas where else to look?

There's a black wire with wht trace that comes out of the headlight plug on the drivers side which provides ground (battery -). Maybe that's not connected.
I'd put a meter on the headlight plugs as well and see what you get.
 
If a dimmer can do it, I would recommend hose it down with deoxit and work it a couple dozen times. dries without residue
