1969 Road Runner manufacture date

I need help with the date my Road Runner was built. the vin is RM23H9E128292. Would like to know how to decern the build date from the vin.

The build date would appear on the fender tag. You can not get it from the vin#.

Build sheet would have the build date on it too.
