1969 Roadrunner fender tag decode ?

Hello. My buddy is looking at purchasing a 1969 Roadrunner and hasnt figured out what R41 and R42 are on the fender tag. I cant find the info on any of the decoders either. Anyone have any idea? Lynch Rd. car based on the VIN.

If you run the numbers in a decoder you get this. 400 in a 69 lol Not 100% sure i did it correct. Right to left bottom to top right?

That doesn't even look a little bit like a 69 lynch road tag to me. It's as phony as a Joe Biden three dollar bill.
The tag in post #8 looks like a legit St Louis tag. But it doesn't look my my lr tag either.

If you wanna see how a 1969 lynch road tag is formatted, go to A12 discussion forum. See the thread "RM21M9Axxxxxx my old car". Post #2 shows a legit L.R. tag, for an A12. Same format for all lynch road b-bodies.

No offense.... but that decode is wrong in so many ways, I'm not sure I can find them all.
