1970 b body panel between bottom of front bumper and radiator support?

My ‘70 Belvedere was wrecked at some point and I’m not sure how this panel (bolted to the bottom of the front bumper) is secured at the lower radiator support. What is it called? What is it used for? Does it go over, under, or abut to the lower radiator support? See pics below. thanks

That's the gravel shield/pan/guard depending on who you're talking to. It bolts through the edge of the bumper, there should be matching holes, and the flanged edge toward the rear sits under that core support lip but doesn't attach to it, you can see there's no holes on that edge of the shield.
