1971 GTX dash frame replacement

I recently picked up a 1971 GTX and the dash frame is completely rusted out and am wanting to go from a non-ac frame to an ac frame. How does one go about legally replacing the dash frame and swapping the vin from one part to the next? Can I just go buy an ac frame and swap the vin from frame to frame or is some sanctioning body needing to be notified before I do this?
 
The VIN tag is held on the frame with rosette style rivets. They can be bought so you can swap your original VIN tag onto a dash frame.
Any A/C dash frame from a Satellite or Road runner will work - the frames were all the same (non-ralley or ralley style).
I do believe the difference in A/C and strato-vent frames & non A/C frames was the vent opening on the drivers side. Your current one should not have one.
 
It’s pretty simple. If you don’t want to buy the rivets you can carefully grind them on the backside to remove. Then epoxy from the backside to reinstall…
