318 Timing Cover Re-Install Question

The outside peripheral of the seal does NOT matter for installation for the most part, BUT the direction of the sealing lip does. The sealing lip will always point towards what you are trying to seal off. In this case, the lip will face in towards the motor so that the engine oil will not leak past it. The sleeve is used to repair a grooved balancer hub.
 
I've done quite a few small block covers with the pan still attached. The open ended seal that came with your kit is still installed from the rear, flat portion to the front of the cover. Also scrape away the exposed front edge of the old pan gasket. Do not use the little ends of pan gasket that were supplied in the kit. Make sure everything is clean. Use Ultra Grey RTV in place of the little pan gasket pieces. It's way easier to reinstall the cover without those pieces sliding around. use a block of wood to in stall the sleeve. Make sure it's square.
