does the voltage limiter on the cluster have to be grounded ?? also looking .

Yes. I believe the volt gauge and fuel level gauge work off the same circuit.

Isn't there a tab on yours welded to the case. One of three spade connection that plug into the printed circuit board. The limiter provides about 5 volts to operate the temp and fuel gauges.

Sure, just confirm the printed circuit board is also well grounded.
