66 11 inch brake does not have the adjusting lever or the cable guide. Is this a normal setup?

Early and mid 1960s. The "heavy duty" bigger 11" brakes like on cop cars and performance models like R/T and GTX had manually adjusted brakes. The smaller 10" brakes like on regular family cars had the self adjusting brakes. Why? Who knows. But that's Ma Mopar for ya....
Yep, what I've experienced also...and the FSM concurs, I believe.
Here's another pic of my '68 GTX's original rear brake setup, before I redid everything:

(Note that heavy bottom spring that traverses the star wheel adjuster).
 
The above is what the brakes in my 67 Coronet R/T look like. Contrast to the rear 10" brakes on my 64 Fury that do have the self adjuster. (Pay no attention to the leftover blue paint from a previous misadventure)
