When brights are turned on, all 4 headlights are great. When I turn off the brights switch, only the driver's side outer headlight is on. Can't figure out out the right outer light, which should be on both normally and with brights, is only on with the brights? Any ideas?
 
If it's the original old style of headlight, one element can burn out while the other still works.
Same deal as the old 1157 bulb, too - you can lose one "side" and the other still work.
 
Swap the outer lights and see if the problem follows the bulb.

If it does, bad low beam element.

If it does not, wiring issue likely.
 
Or just ohm out the terminals on the suspect bulb.
 
Could be the terminal on driver side, where the wires attach, cross over wire may not be real secure. Allows driver light to stay on but no juice to pass side.

I'd say a bad low beam filament in headlight as the most likely possibility.
