727 won't manual shift

Hey Guys, I have a 727 that won't manual shift under brisk acceleration. I adjusted the kick down and same issue. Not sure where to look for the problem.

Shifts ok at slow speeds in auto ? ? Mine shifts at 15 and 30 at slow speeds....If shifting ok at slow speeds.....drive it around manually shifting,then try automatic, and possibly the govenor will loosen up...

Does it have a manual shift kit in it or is this a newly rebuilt all stock trans?

No, it's manual valve body. It shifts in D good. Slow speeds manually work.
It's under brisk acceleration it won't manually shift.
