74 Charger ignition power to relay

Hi, looking for opinions/ideas. My 74 charger lost ignition switch power at spade I of starter relay. It has power in and out of bulk head. I loose the yellow wire in the harness, don't want to cut it open, but no power to connector, It has 2 wires, yellow and yel/black. these 2 wire colors come out of the harness to a square box with a 4 prong plug and a rubber button on top mounted on fire wall. Has continuity to starter relay connector. What is this box? Never seen one before. Ive had 73 and older Mopars, don't recall this. Can I just tap into the yellow wire out of bulk head right to the starter relay?
 
it the seatbelt interlock. there is a red reset button on the back. you can bypass it by connecting the yellow and yellow / trace wires together. but first push the red button in as far as it will go and see if it will reset.

theres actually a funny story about how that was a 1 year deal.
apparently members of congress didnt like having to put their seat belts on to start their cars :)
