Advice please with adj rockers

I put some pro comp heads on a 440. Then the pro comp rockers. Im waiting on pushrods so thought id prime the system. I tightened down the rockers and turned the pump. On tdc, oil flooded out where the rollers are. If course oil presure was down to 20 lbs. anyone know why this happened? Do the pushrods have to be in and if so why?
 
The basic explanation is low pressure = high flow. Gushing out through the rockers without being pre-loaded on the shaft might leave good sized gaps to squeeze oil out of.
 
Remember that the top end doesn't get a full time oil supply. Oil is fed through the #4 cam bearing, up the block on each side and to the heads ONCE every rotation of the cam. As the engine spins over, the top end only gets a high pressure shot of oil for a split second.
