Anybodu know who built this car?

67 Dodge Coronet 440, 426 Indy Wedge, 4 speed, radio delete, no ac, no power steering, no power brakes, built for one thing! Sold at Meecum auction in 2006 as far as I can track - that person said the builder was a gentleman in FL. Any info will be greatly appreciated. Fairly new to b bodies and enjoy all the knowledge that I am reading. Car is black on black!
