AVS linkage

I tore this 4966 apart a while ago and have forgotten how the linkage is put together. With the linkage put together as it is now it does not open the secondaries correctly. Does the lever with the red arrow actually belong above the lever with the green arrow? I've tried to install it that way but the spring tension is extremely tight and won't let me move it there.

They have a secondary lock out for cold starts and running.

Thanks for all the pictures, they are exactly what I needed to see. It looks like I need to install it above the other tab. I used to work on these all the time and never remember having such a struggle to stretch that damn spring. Maybe I'm just getting old!
