Buck voltage converter

PCB ground seems to be ok. Measured to the ash tray, I'm only getting ~4 ohms.

Will put the original regulator back in this weekend (with original capacitor) and see if I can get gauge movement. I think I'll try to ground the fuel gauge to see if I can get it to peg.
 
To follow back up on this, I did get the gauges working. The buck converter was NOT the problem. The problem was within the 12V feed to the dash. I pulled the dash out, cleaned the pin connections, retested to verify 12V going into the regulator, and it works well now.

With that being said, I'll probably go back and try the buck converter again. I think it should work now that I have a constant 12V feeding it.
