I suspect they believe that. It has some merit, more so likely in California because of topography.
However, everything is a compromise, being every vehicle at some point, of some sort, including EV's, dirties the air, even bicycles with rubber tire wear.
Where one draws the line is the concern, and digging one's heals in, is very short term.
All meaning, I'd like to see what the air pollution projections, including percentages would be, with the new Leno rules, that justifies it's shelving.

It is a sad thing that one side will fight an idea or proposal just because the other side is promoting it.
Look around. Things that any sane person would support are being met with resistance by the side that didn't think of it.
