Dash lights short

My dash lights on my '64 Savoy are acting strange. The right turn signal indicator and the hi beam indicator will both light up without activating either component, with the light bulb for that gauge is very dim. And when I use the right turn signal, both indicator lights aforementioned will blink back and forth. I have a service manual, though the diagram isn't clear on how this is wired. Any suggestions before I remove my instrument panel and attempt to nail down this gremlin? I will check my car tonight to see if it'll allow me to take pictures/video of the dash lights. These gremlins like to hide when they are made known.
 
Spend a little time studying the wiring diagram. If you trace any/all wiring for lights, you'll notice most of them are tied together in the same circuit. Other words, pretty much all connected, one off the other. For any 'light' to work, simply means that light circuit gets grounded, completing that circuit, usually via a switch.
Sounds like somewhere off the hot wires feeding those two, are shorting, or getting ground. That's why they are coming on.

When electrical issues don't make scene it's usually the ground. One good rule of thumb with electrical issues, always start by verifying grounds. I can't remember how my dash is grounded but a quick check of the wiring diagram shows that all leads on the connectors #1 & #2 are power leads so the ground must comes from an external source. Either by being bolted to the dash frame or a small ground strap usually near the steering column. Maybe someone else will know and chime in.
