Yes, I believe that I did ask that question in my Roach thread. I was told that it was some sort of impact protection thing just on 1970's to keep the gas tank from sliding over to the right side frame rail. I guess if it wasn't there & the tank moved upon impact, the filler tube could pop out and spill gas?
 
The 1970 was the only year of the 68-70s that had that emission evaporative tube and 5 vacuum lines. I'm wondering if it is also there to protect that. I'd have to look closer at the car to refresh my memory.

It looks like I removed that bracket in the red car. See finger pointing to the mounting holes:

It is like a weird snorkel or something. I could remove it but I obey the law.

That bracket on the framerail was put on 1970 Chargers to prevent the tank from becoming disconnected from the filler tube in the event of a rear end collision. I believe AMD sells the bracket. Every second generation Charger should have one.
 
Pulled my stock 383-4V intake manifold out of storage to look it over some.

It weighs 37.7 lbs.

Note: The black is not carbon. It is a proprietary industrial rust converter I used back in the 1980's.

The second digit looks like an '8', not a '9', but casting number 2851666 does not show up as an intake manifold in a Google search. Intake casting number 2951666 does show up for the 383 HP.

My California built 70 Road Runner with evaporative emissions (yes, the goofy tube in the trunk) did NOT have this type of bracket...

I don't remember off hand, but most of those are related to the date code and/or shift that the part was made. My guess is related to shift: 3 shifts, and if each shift is broken into thirds you get 9 "time slots". Again, this is just a guess on my part - I'm sure someone knowledgeable will chime in...
 
The original driver's door and manual, round chrome mirror on my 1970 Charger.

The mounting holes are domed slightly upward. Hammer & dolly time at a later date.
