Door tag decode

Tried using the Google searched door tag decoders on this with little info. First, is there a good online decoder? Second, can I please get some assistance on this one? Guy claims CA car, original paint, original engine/trans/etc and out of 30 yr storage 1968 Charger R/T. Car is ~2hrs away. Picture is partially fuzzy but if legit, likely something to jump on at the right price.

Well, try searching fender tag decoder... But here is what I got. The actual assembly plant would be in the VIN I do believe. The fender tag is just options.
