My '70 center carb vent lever is different than a friend's. Mine is short and his is tall. Is there a difference in the bases I can't see? Why the difference, and would they be interchangeable? Chicago carbs shows only one (short) available.
 
Post a picture of what you have.
FWIW, There are different vent rods for various carbs (other than six pack) that can be "made" to function.

From Chicago Carb., it looks like three bowls were available.....
No vent. (no rod)
Standard vent. (short rod M516)
Emissions vent. (tall rod M515)

The short rod as you called it is for the later and 70 up emission bowls. The A12 Jus͏t͏ had the rubber stopper. Chicago carbs only has the ones currently available emmision bowls. I restore six packs so I had some made of the early A12 style.
