Fuel Pump That Reliably Delivers 4-4.5 PSI?

It is BS to say Carters are sensitive tio fuel pressure. I have run 9 psi at the strip as means of enrichening the mixture, no problems at all. Chart below comes from Carter as you can see: 10 psi. As with any carb, the float level should be set according to the fuel pressure. My loooong experience with Carter 4bbl carbs has told me that they are not very sensitive to fuel level in the bowls. The level depends on the needle & seat size.....plus the float level dimension.
Get an overhaul kit that contains new needles & seats. You can do this with hand tools. There are washers that go under the seats. Make sure they are in place.
 
The dead dodge garage guy says higher pressure isn’t a problem. I dunno. I’ve never had an issue with high or low pressure. What exactly is happening that you have settled on a small psi difference being the issue? Having a gummed up carb could mean gum elsewhere. Or more gum in an idle passage. Maybe try a different carb and see if it will idle right?

The factory ran a return on the 440 and hemi cars. Running one of those without the return would raise the psi. You could add the return. That is an option that should lower pressure and yield some other benefits. You can run the incorrect big orfice filter to lower it some more, or enlarge the one on the correct filters.
 
I think you "just" put a regulator inline and turn a screw.
