I think I got taken to the bank

A fuel pressure regulator ONLY reduces the fuel pressure. It will NOT increase the pressure, only a pump will do that. It seems that you might creating your problem with the regulator...

I know that but some mechanical pumps will produce more than desired fuel pressure and you have to lower the pressure down. For instance this Edelbrock is at 7psi, that pretty high for carburetors. A lot of carburetors would flood at this pressure. Mine isn't at this time, so i'm going to monitor. BTW. I had the regulator turned all the way out so the pressure should have been what the pump was putting out.
