"drywall glue" stays flexible, fixed several rusted out p.o.s. cars here in Michigan back in the day, then self-taping screws for the mechanical fastening

Gorilla Glue - works on pretty much anything ...including hair.

I think a lot of the adhesives mentioned would work, but first I would brush rust converter on the rotted section, then use brush on rustoleum to prep it.

Why not remove the rusted metal bottom, similar to using a can-opener on a can. Then, fab a new circular bottom of either metal or wood as a base ? Metal ? Tack a metal plate, cut around the perimeter, then caulk. Wood ? Fabricate a circle base to the I.D. and use adhesive as the can slides over the wood base. Either can be finessed cosmetically.
