Go wing spoiler. Angle adjusting bolts out or in?

On the 71 Go Wing trunk lid spoiler, the pedestals are interchangable left to right. There is a 5/16" bolt on each one that can be loosened so the wing angle can be adjusted. I have seen the spoilers with the adjusting bolts facing out, and also with them facing in. Is there a "correct" placement for them?
I would assume this applies to the 1970 wings as well.
 
From what I have seen

1970 Go Wing - Allen Head Bolts , facing inside

1971 Gull Wing - Hex Head Bolts , facing inside
 
Upon closer inspection, I see the slotted pieces are mark left and right. So the correct installation is bolts to the outside
