Harmonic Balancers for steel cranks? 318

I'm having a problem with my balancer on a 318 i'm building. I bought the engine with the bottom end built, so I have no info on the crank.

Do steel cranks require a harmonic balancer? This is the problem i'm having.

I cannot get the harmonic balancer bolt to get near the crank. it seems to be too short. So i assume that it's a steel crank, and does not require a balancer? In that case, what do I use to bolt the pulley too?

All engines: cast, steel, Mopar, Chevy, etc require a balancer. The bolt being too short means the hub on the aftermarket balancer is thicker more than likely. You can get a longer bolt locally like at Ace Hardware.
 
I had purchased another balancer and it had the same problem, so i purchased this one. They were the same thickness. I was just worried that the space would cause problems. However I guess that isn't the case! Thanks.
 
That's the same balancer I have. I was able to buy a longer bolt at a Tractor Supply then when it got closer I switched over to the OE bolt. The instructions also say to place balancer in oven for 15 min. This will help it slide on easier. I also bought a nut and washer. Hold the bolt with a ratchet and turn nut with a wrench.

I didn't know that. I rented a balancer puller/installed and it went on pretty smoothy.

With the longer bolt, I was pulling my 360 out (plan on giving it to my brother for his dakota) and stole the balancer bolt from that. Which ended up being plenty long.
