Heater control non-AC car.

I have starting to put the dash in the car.
I have no memory of removing a heater shut off valve or a control cable from the controls to the engine area.
I have been through the parts manual and service manual and I don't see a heater valve under the hood.
Am I correct in thinking that the car did not have a fender mounted heater valve?
Does hot water run through the heater core all the time and the cables just control flappers in the box?
It sure looks like it.
 
the coolant runs through the heater core all the time.. the heater cable should be to the flapper behind the glove box.. the other cable will be i believe centre.. for defrost to lower heat.. infront of the console..
 
I believe the A/C cars had a water valve in line with the core, but that's it.
