My heat riser is leaking from the pin that holds the flapper. If i remove the whole heat riser assembly and plug the holes for the pin and keep the heat tubes attached, would this be ok?

It shouldn't be a problem in our climate.
You could always rebuild the heat riser unit - may need bushing on the manifold also.
