I smell like an exhaust pipe...

Yeah I went up to just before TDC with the stop and used the hole on the metal as the mark spot, then around the other direction until I hit again and the split the difference, made the mark in between and used that as zero on the tape. I just don't get it

On your tab there is a hole, when you go one way with your stop, use a felt tip marker to put a dot on the balancer, go the other way, put a mark on the balancer, in between the 2 marks is TDC.

I would have thought doing that would put TDC right on the hole of the tang at the end of it all and at least be within 15 or 16 degrees off the bat as it was but not even close
The tang is a reference point and can very from cover to cover.

The tang is the reference point I made myself for that side of the damper because the 360 timing chain cover has it on the other side and is obstructed from view by my retained 318 driver side outlet water pump and hose. I made the tang myself so I could find TDC and mark the balancer on the passenger side where it is easily visible
 
That is exactly what I had thought you had done but was confused with the placement of #1 in the cap that some want put just any where they want. Your location on a 360 sounds correct. But why the 50 degree reading yea sounds strange.
The timing tap goes the full circumference correct?

it goes half way around, 90* both sides of zero. I'm so confused. Wierd thing is that the car is running great I just want to get my timing exact like it should for carb tuning and all. I'm probably going to try doing the marks one more time and see where I am on the tape I just don't know what the issue would be having taken all the steps I have
 
So when you split the difference, whatever you used as a reference is where TDC will be. You should turn it by hand to move the TDC mark to your reference point if you haven't done so. That's the mark you will use when you put a light on it.
Your distributor may be way off. Adjust that per manual and fire it up.
 
You may want to check the accuracy of the tape. Circumference of dampner divided by 360 times the number of degress of the tape should give you the correct length of the tape.
 
Also the final rotation to top dead center should be in normal engine rotation. That takes any timing chain play out of the equation and locates the distributor rotor to #1.

Yeah it's a 7.25" diameter and I had used that to make a tape by this place

and just plugged in the info and for it and got my tape and everything adds up as to its size being correct because it does move 21* when I light it up and bring the advance in and I know I have the blue advance stop in the dist which is the 21* stop
