Pretty sure the holes go down Kent, if the rockers are being oiled through the shaft. That way the oil in the shaft goes to the part of the rocker that is taking the most pressure from the valve springs. During the least amount of pressure, at the time of valve lash or pre load when the valve is closed, the shaft and rocker would get a squirt of fresh oil at the pressure point of the rocker system. Lot of Indy rockers are oiled with spray bars aren't they? Then I doubt the oil hole orientation in the shaft would matter.
