Inspection Stamp

This is attached to my data plate. Y4 WM23 (1970) LA plant car. I can't determine whether the faint impressions were made by an Inspector. Was a specific tool or implement used? If no stamps were placed on the tag, was that common in LA to attach a tag and not stamp it? Thank you all for your time reading this.

You can see the punch at the end and on the side as well. What was the use for this metal strip (attached to the data plate) at the other assembly plants? I've not seen these attached to all data plates, so why this one or others?

Mine had it but i am sure it was removed for a repaint at one time so being over the tag is probably wrong but not sure.
