I found a local 73 or 74 challenger made to look like a 72 rt priced at 3k but has rot in the trunk , rusty floor pans and the torsion bar crossmember is rotted out.

It really depends what state you are in.
Some don't issue titles for old cars

True but I wouldn’t put a dime in a car I didn’t have documentation of ownership

I wouldn't jump on it - without a title there's no proof of ownership. I purchased my 73 Rallye for that price and it needed a lot of work too but mine came with a title.

Save yourself years of work and keep looking, the price is the least thing to worry about if the body is rusty.
