Lean condition with a old Holley 4150

Haven't touched a Holley in many many yrs., but seem to remember a screw hidden in sec. side that was supposed to just crack sec. throttle plate open when at idle? Could this contributing to problem or was it just to stop plates from sticking shut?

Yes mine is holding them open just a touch extra to help the curb idle from being open exposing too much transfer slot.
