lower control bushing question

Hi...new here. me and my son are getting my old 71 charger back on the road. We are in the process of rebuilding the front suspension and I am confused.... so here we go.
What "spins" in the lower control arm bushing. The metal parts are press fit , so they don't spin. Does the metal "spin" around the rubber ? I realize it doesn't fully rotate but there is a certain arc of movement. Where's it at? Does the rubber just flex that amount?

x2. Simple deal (for that limited arc movement) is...assemble the front end parts, but do NOT tighten any fasteners, until the weight of the car is on the ground.
That allows the rubber bushings, and related parts to slip into a neutral place. Then, you torque things down.

Thanks for the answers...but expanding on that... I see that they have lower control arm pivot shafts that are drilled for grease. What are they greasing?

Original style rubber LCA bushings are not greased and original parts would not have grease fittings. Later aftermarket Polyurethane bushings will pivot around the pivot shaft and normally are assembled with a silicone based grease. A pivot shaft with a grease fitting would facilitate greasing the poly bushings after the fact. Again, not needed for rubber OE style bushings.
