extra layers of paint are no good and do hurt, but it is accepted in steam heating of homes that it's not a big deal,
But the outside layer makes a big difference in output, and you can't beat flat black for radiating or absorbing heat.
Silver is worst for heat transfer.
Radiators are black for a reason.
