Please Help! Have problem with a soft pedal & 67 dual master cyl!

New 10 in drum,whl cyls shoes lines dot 5 fluid on my 65 wagon. Never run
yet on jack stands. Soft pedal after bleeding and fluid won't go down in
rear resavore when bleeding front brakes. This master cyl was used on
my previous 63 dodge same setup worked great. Something is wrong or
maybe it has went bad from setting. It was bench bled 1st but doesent
seem quite right. Any ideas. Enclosed is 2 photos with block below as

I dont think DOT5 plays well with others, lol!!
 
How well did you bench bleed it,sounds like air to me
 
When changing from a single pot to a dual, you need a LONGER pushrod.
My buddy went through this with a 64 Valiant. He messed with it for a week, even took it to a shop. They had no ideas. I went over and in a rare moment of brilliance, it came to me: the SINGLE pot cylinder used a shorter travel. The 1973 model brake M/C needed a longer stroke. We welded together a hybrid brake pushrod about 5/8" longer and it bled out fine.
