Quick question about my TRW PS pump

My reservoir started leaking and so I decided to take it off and try to reseal it. I noticed there was a snap ring in several pieces scattered on the bottom of the reservoir. The remainder of the snap ring was still holding the flow control plug in place. In order to remove these bits and install a new snap ring I had to press in the flow control plug down. It currently is stuck in the down position. I assume it be pushed back up as soon as the pump starts running? Am I right?

I’d disassemble and clean out the debris. It should not stick down under spring pressure.
