So, do you tighten all the Leaf springs bolts up in the air or on the ground with the weight of the car on it?

Just snug em, then when the weight of car is on the floor, then torque. But this is assuming a “completed” car.

That's the way I do it.....front suspension too.

And after the car is back on the road, check them again a few times after getting some miles on.
