Speaker shelf.....

I'm working on my back window area on my '68. Question, is there supposed to be foam strips on top of the rear speaker shelf sheet metal? (see pic)

Previous owner(s) did a lot of crazy stuff to my Charger so there's a good chance that this was added on.

It's not supposed to be there, but they sell package tray insulation that does a great job in some noise suppression. I like to use that and a similar product on the trunk divider too.
