When I was about 10 years old, my grandfather helped me build something very similar.
We used an old reel-drive mower (roller type with cylindrical blade up front) - we removed the blade for safety, and joined the bicycle frame at the stem with a home-made universal joint to the mower handlebars. It worked quite well, and we rode it around the park that my grandparents lived next to.
At around the same time the kid across the road (a couple of years older than me) was always building and modifying his bicycle. He extended the forks to a ridiculous 8-foot or so. My Grandad used to curse at him for doing that......I thought that was a bit harsh after listening to his stories of what he did with trucks and motorbikes back in his youth in the 30's and 40's.
