There is a segment of society that have figured out the methods of scamming in so many different ways. It is basically their "way of life". Whether it's governmental, businesses, they have their plan to manipulate it.
Friend of mine's ex-husband had a law degree. Never passed the bar, never even signed up to take the bar. He wanted a law degree to "legally fleece" (his terminology) federal, state, and local government. He did very well at it. Applied for various grants and won funds and provided nothing, approved for various disabilities, even sued two different Ponderosa franchises and settled out of court for $250,000.
