Upper A arm bushings question

Putting new upper control arm bushings in a 69 super bee a12. The leading bushing was what I expect the rear bushing has what appears to be another thick collar pressed over the installed bushing. Never saw this on the 67 and 67 b bodies I’ve done in the past. It doesn’t want to come off the bushing, is it sacrificial? Do I have to cut it off to get the bushing out of the arm ?

I think the rubber is deformed enough to obscure the sleeve. I believe they're both the same wall thickness. I always use a torch to burn them out (do it outdoors).

Upper Control Arm Bushing Collars -Are they needed?
 
Dan they have rusted together and are a good idea I made tool to press them off. First thing heat outdoors and soak candle wax with rust penetrant into them then press off I've seen them available
 
And see posts 8 & 20. Not surprised to see them on an A12 car, since their purpose was for HD use.
Makes perfect sense that they were for hd and performance applications. It sandwiches the bushing so it cannot move. I’m going to gut the original bushing of rubber and carefully grind our the sleeve to save that collar and attempt to re use.
 
So I’t very doable. I removed the rubber bushing to just leave the sleeve. Cut a groove in the sleeve to relieve the squeeze against the collar and saved the collar.
